---link removed---especially those located in the vicinity of rivers and streams prone to flooding command a much lower price than those located in the key urban centers.  To avoid such a situation the cities should be properly planned with adequate provision for waste disposal and drainage.  When urban development projects are being formulated, it is better to keep in mind the after effect of pollution and other attendant problems and proper corrective measures must be implemented to overcome these problems.  Urban local bodies should be made functional and effective through regular election of elected representatives and also by giving them sufficient powers to augment the resources under their control.

Effluents from all types of industries should be recycled to control environmental pollution.  Agro based industries should be developed near agricultural production centers so as to cut down on the costs involved in transporting the agricultural produce over longer distances.  Since the mass influx of rural population to the cities is a problem, effective employment and manpower planning is needed to check the migration from the rural areas to the urban centers.
